Regional Homeless Alliance
In 2016, Temecula, Murrieta, Menifee, Lake Elsinore, and Wildomar came together to form the Regional Homeless Alliance (RHA). It is the intention of the RHA to solve homelessness within Southwest Riverside County, and to ensure that the most at-risk and underserved populations within the region are connected to resources and services that will allow them to escape a life of homelessness.
The mission of the City of Temecula’s Responsible Compassion program is to further improve quality of life by developing residents’, businesses’ and visitors’ awareness, understanding, and participation in a comprehensive strategy to solve homelessness in Temecula.
Temecula's Homeless Outreach Team consists of one Sergeant, four full-time officers, two city dedicated staff, and contracted case managers/outreach staff from Social Work Action Group (SWAG). The efforts of Temecula's Homeless Outreach Team are supported by community stakeholders.

The mission of the City of Murrieta's Responsible Compassion program is to further improve quality of life by developing residents’, businesses’ and visitors’ awareness, understanding, and participation in a comprehensive strategy to solve homelessness in Murrieta. In July, 2019, the City of Murrieta will join its city partners and will contract with Social Work Action Group for street outreach assistance.
As Menifee continues to grow, it becomes increasingly important to project an image of economic stability and cleanliness to visitors and potential development. Moreover, the issue of homelessness in the City needs to be addressed locally similar to how it is being mitigated in neighboring cities through municipal task forces. In March 2017, City staff held the first Menifee Homeless Task Force meeting to start a dialogue and draft a strategic plan to manage the homeless issues currently facing the city and region. The City of Menifee is an active member on the County’s Regional Homeless Alliance.
For several years, the City of Lake Elsinore has tackled key issues related to homelessness including feeding in the parks, solicitation, and encampments. But, there is MUCH more to do.
On May 23, 2017, the City Council approved the creation of Homeless Task Force to further the City's efforts to address homelessness. The Homeless Task Force is a working group of key community leaders eager to join the City in its efforts to reduce homelessness in our community. Lake Elsinore applied and was awarded state funding to assist those experiencing homelessness. Watch for updated information on some exciting projects.
On October 12th of 2016, Wildomar City Council unanimously voted to adopt a joint resolution joining the Regional Homeless Alliance in order to further improve the quality of life by developing residents’, businesses’ and visitors’ awareness, understanding, and participation in a comprehensive strategy to solve homelessness in the city.
